ITANAGAR, Aug 1: The officers and staffs of the directorate of horticulture have mourned the demise of Tenung Ratan who passed away on July 29 at her native village Parbuk after prolonged illness.
Late Tenung Ratan was 110 years old. She left behind her son, director, horticulture Jombo Ratan, five daughters and a host of grand children.

3 casual linemen receive injuries after they come into live wire contact
ITANAGAR, Aug 01: Power department seems to have not learned any lesson from the incident of February this year when two electricians died while working on a transmission line at Ganga market. It was alleged that power house located at Chandranagar without having any knowledge of the work that was going on switched on the power supply, leading to the accident.
Similar kind of incident yesterday took place at Bassarnallo under Sangdupota circle of Papum Pare district. Around 3.30 PM in the afternoon three casual linemen (labour) namely Nabam Agung, Nabam Takang and Ngurang Taning were working to correct main power line after some problem was detected. When they were carrying out repairing work suddenly power supply was switched on and all three received grievous injury after they came in contact with live power. The three injured line is currently undergoing treatment at RK Mission hospital, Itanagar.
Meanwhile All Bassarnallo Youth Association (ABYA) has demanded immediate compensation for the victim family. Association alleged that casual linemen are not provided with proper equipment like helmet, hand gloves and shoes to protect them from any unfortunate incident. HC asks CBI to proceed with inquiry
ITANAGAR, Aug 01: The Gauhati High Court, Itanagar Permanent Bench passed an order
on July 29 last in Contempt Case No.16/2013 directing the CBI to register a case
within 10 days (from July 29) and to proceed with the investigation as directed by
the High Court in W.P. ( C ) Nos.153 and 154(AP)/2012 on August 09, 2012. The contempt
petitioners Leiki Khandu and Dorjee Khandu had earlier filed two separate petitions
W.P.C No.153 and W.P.C No:154(AP)/2012 respectively before Gauhati High court alleging
corrupt practises and irregularities committed by the members of the Board and other
persons while preparing assessment reports of the properties for compensation towards

Upon hearing the two writ petitions, the High Court vide a common judgement and order dated August 9/2012 said “it is beyond doubt that it is a fit case where a CBI inquiry could be ordered. It is accordingly directed that the CBI shall make an inquiry into the matter to find out the truth or otherwise on the alleged irregularities committed by the members of the Board and other persons including the local MLA within a period of six months from the date of receipt of the High Court’s order.” Amongst others, it was also directed that after submission of the report, the CBI shall take necessary action against the persons/officials found involved in the commission of irregularities and fraud in accordance with law.
When even after the lapse 10 months the state Government and the CBI authorities failed to comply the directions of the High Court, the petitioners filed a Contempt (Case No.16/2013) arraying the CBI Joint Director, the Deputy Commissioner, Dirang and the Additional Deputy Commissioner, Dirang as respondents.
However, the CBI filed its affidavit in the Contempt case stating that it had conducted an enquiry into the case. “However, till date the state Govt has not given any consent to the CBI to register a case.”
Directing the CBI to register a case, the HC, while hearing the Contempt petition said that “……the consent of the state Government is not necessary where a direction is given by the High Court or the Supreme Court under Article 226 or Article 32 of the Constitution of India.” The Contempt Case is again fixed on 19.08.2013 for further hearing.

APIC rejects appeal cases beyond merit, alleges appellant

PASIGHAT, Aug 01: The Arunachal Pradesh Information Commission (APIC), which faced criticism for keeping the appeal cases on abeyance, has now allegedly failed to deliver justice to the appellants concerned.
The single bench commission of APIC has allegedly failed to deliver justice to the appellants concerned, who are raising question over independent functioning of the commission in order to make the “Public Authorities” compel to furnish information under the provisions of Right to Information RTI Act 2005.

“The appellant was found absent in the hearing of other appeal case under one or another pretext", said the order. The commission set the appellant on liberty to file fresh application to the PIO for ICDS related information.
In the contrary, appellant Pertin alleged that the CIC himself is violating the provision of RTI Act and working under active political intervention. He said the public authorities, taking advantage of leniency of CIC is accustomed to deny any official information under RTI Act.
“The PIOs in the government department are seemed quite reluctant to furnish any information under the provisions of RTI Act as they are not afraid of penalty for any violation. Thus, the CIC instead of penalizing the erring officials (PIOs), has closed many appeal cases on unreasonable ground”, irritated Pertin challenged.
Pertin informed that APIC also closed two more appeal cases filed by him, one against the Director of School Education (DDSE), Pasighat and another against PIO of General administration, on the same ground.
Alleged injustice of the APIC compelled him to move in the High Court for challenging the order passed by the APIC. Earlier too, he moved the HC challenging an impugned judgment of the commission and finally got justice.

Post sufficient regular Junior Teacher
Dear Editor,
Through your esteemed daily, I would like to appeal the Directorate of School Education to post sufficient regular Junior Teacher (J/T) in various secondary schools of Kurung Kumey District from ongoing recruitment of TGT and PGT.
Many secondary schools like Govt. Sec. School Yangte, Chambang, Hiya, etc. are running without subject teachers. In last 10 years many regular J/T and A/T were posted in these schools but to our surprise instead of joining in our district, they joined in another district. At this juncture, the question here is that why education department is so flexible in cancelling transfer and posting orders of newly appointed teachers and old teachers. The newly appointed teacher should join their first posting place for atleast two years and after that they can go to other district. It is also a request to the K/Kumey DDSE to release those teachers who have served for three years of posting tenure otherwise regular teacher won’t come to serve in our district and the problem of teacher shortage will continue as it is. The main sufferers of the teacher shortage are the students who are in dire need of teachers in their schools.
It is our sincere request to Directorate of Secondary Education to post sufficient J/T from ongoing teacher recruitment to these schools and not to entertain the cancellation of their posting order.
