ITANAGAR, Aug 01: Shining Boys FC thrashed Govt. Sec. School, Chimpu 5-1 in the 7 Warriors 9th Independence Running trophy 2013 at KV No 2 playground here today.

L Peter scored hat-trick while Puniyo Ekka and S Subu netted a goal each for Shining Boys FC. The Consolation goal for the GSSC, Chimpu was scored by Kipo Likar.

In the second mmatch of the day, Chimpu Sporting Club beat Satam Kame FC 3-0. The scorers were Tai Thomas (2) and Takesh Hari (1).

 

Contribution to CM’s relief fund

ITANAGAR, Aug 01: All Palin Chambang Yangte Gangte Tarak Langdi Youth Welfare Association (APCYGTLYWA) has demanded the authorities concerned for posting Science, Mathematics and Social Study teachers, preferably JT or trained graduate teachers (TGT), at Government Secondary School Yangte, Chambang.

“Due to shortage of subject teachers the students of those schools are facing lots of difficulties,” the release said and sought the Education Minister’s intervention in the matter.

 

110-year-old woman dies

ITANAGAR, Aug 1: The officers and staffs of the directorate of horticulture have mourned the demise of Tenung Ratan who passed away on July 29 at her native village Parbuk after prolonged illness.

Late Tenung Ratan was 110 years old. She left behind her son, director, horticulture Jombo Ratan, five daughters and a host of grand children.

Offering condolences to the bereaved family members, they further prayed for the eternal peace of the departed soul.

 

DC inspects upcoming Assam based 4MW power infrastructure

PASIGHAT, Aug 01: The East Siang Deputy Commissioner Nidhi  Srivastava along with SE (Power) Rokom Bado and EEs of PHED, PWD, HW and TWGW visited Ruksin area to see the progress on tapping of 4 MW supply from Assam via Jonai.

While sharing the latest information she disclosed that the state government has released 25 lacs for laying down the power supply infrastructure (for Arunachal part) which has been completed satisfactorily by the Pasighat Power (Elect) division.

The Assam counterpart has also finished the assigned task and has been paid 30 lacs out of 37.5 lacs by the GoAP and the rest amount 7.5 lacs will be cleared soon. The DC commented that a fresh round of negotiation needs to done at the earliest possible by the GoAP to give us power.

Putting her best efforts, Srivastava contacted the DC Aalo and asked him to ensure to keep 33 kv line healthy by the EE/AEs of Aalo upto Gini village which is hardly 10 km away from Aalo headquarter. At the same time she directed the ADC Boleng to improve telecommunication service in Pangin-Boleng area liaising with the BSNL authority. She said it has been experienced that when there is power cut, telephone service goes off and the engineers of Pasighat fail to contact Pangin sub-station to collect information for immediate restoration of power supply. Sometimes it takes hours together or more than a day for necessary rectification etc. She hoped such kind of negotiation/efforts will definitely bring some positive results in days to come. DIPRO

 

24-hr Capital Complex bandh

ITANAGAR, Aug 01: All Nyishi Youth Association Capital Complex (ANYACCU) unit has called 24-hr Capital Complex Bandh on August 6 from 5 am to register its protest against non-fulfillment of charter of demands.

ANYACCU has been demanding early shifting of Ganga Market Hunuman Mandir to some suitable place, continuation of the eviction drive on NH-52A, eviction and stern action against illegal govt. land encroachers in the Capital Complex and shifting of Hume Pipe Factory from the present location from present location.

Earlier, a 12-hour capital complex bandh was given by ANYACCU on July 11 last.

LSU memo to MP demands early creation of Lower Siang

ITANAGAR, Aug 01: Likabali Students Union (LSU) has submitted a memorandum to Member of Parliament Takam Sanjoy demanding early creation of Lower Siang district.

The state Govt. had passed creation of both Lower Siang and Longding districts in the last assembly session. Accordingly, Longding district has been created. But, creation of Lower Siang District is still pending thus leaving the people of the concern area in total chaos and bewilderment, the memorandum said.

The creation of Lower Siang by bifurcating East Siang and West Siang with its headquarters in the foothill areas of the state has been the long-pending demand of Galo people, especially Likabali and Nari-Koyu constituency, the memorandum said adding that the new district will not only benefit the local people but also help to a great extent in checking illegal encroachment by the neighboring state Assam. The memorandum further demanded for construction of subsidiary police check gate at present Assam-Arunachal boundary, construction of road from Dipa to Durpai further development of area.

 

School kits distributed

ITANAGAR, Aug 01: Arunachal Pradesh Building & Other Construction Workers' Welfare Board (APB&OCWWB) Chairman Jalley Sonam visited at Bene Village near Aalo in West Siang District on July 29 last and distributed school kits to the children of Bene School.

Speaking on the occasion, he highlighted on the roles and responsibilities of Gaon Buras and PRI leaders for over all development of area. Colony dwellers repair their road on self-help basis

ITANAGAR, Aug 01: The residents of Rakap Colony, Naharlagun repaired the colony road, which was lying in deplorable condition for years due to lack of maintenance by the authority.

They repaired about 200 metres of the road by re-carpeting it using cement concrete on self-help basis.

Councilor of Rakap Colony Taba Takia contributed 30 bags cements for the purpose.

All kind of vehicular movements on the road has been restricted for a week for smooth setting.

 

Biometric attendance system inaugurated in CEO’s office

ITANAGAR, Aug 01: Biometric system of attendance was inaugurated in the office of the Chief Electoral Officer (CEO) (Nirbachan Bhawan), here today.

AASYA calls for recruitment under sports quota

ITANAGAR, Aug 01: All Arunachal Sport Youth Association (AASYA) appealed to the police department to float advertisement for recruitment of meritorious sportspersons under 10% sports quota.

While expressing strong resentment over non publication of advertisement for recruitment of sportspersons under sports quota, AASYA appealed to the Director General of Police to float advertisement immediately to recruit meritorious sportspersons who have brought laurels to the state by winning medals in various, regional, national and international level competitions/events.

It said that advertisement for recruitment of lady police and police personnel under general quota has already been published barring the posts under sports quota.

AASYA also urged all other government departments to follow the Government order for recruitment of meritorious sportspersons to encourage the young generations towards games sports.

It also appealed to the State Government/Sports Authority of Arunachal, Arunachal Olympic Association and other like-minded organizations to look into the matter seriously in the greater interest of unemployed meritorious sportspersons in the state.

 

AVP organizes 6 health camps

ITANAGAR, Aug 01: Arunachal Vikash Parishad (AVP), Anjaw district unit organized a series of medical camps in remote areas of the district from July 24 to 31.

The medical camps were organized at Tafrliang, Khuliang, Kherang, Kamblat, Chipro and Supliang covering 54 villages.

The medical team led by Dr. D K Pathak, in charge, Health services of AVP with others supporting staff treated a total 587 patients and provided them medicines free of cost.

AVP has decided to organize 100 free medical camps in the state this year as part of year-long celebration of Swami Vivekananda’s 150th birth anniversary, informed district organizing secretary Suneel Kumar.

Dist unit president of AVP Solil Longling and others office bearers were also present during the medical camps.

 

RHEP NEEPCO 89 days basis employees call off strike

ITANAGAR, Aug 1: The All local and non-local 89 days basis employees of RHEP NEEPCO Ltd, Yazali have called off its proposed tool/pen down strike, which was supposed to begin today, until further notice.

In a release, it claimed that the decision was taken after the Chief Minister Nabam Tuki assured them of talking to the higher authorities of NEEPCO as well as the power ministry regarding their pending demand yesterday during a meeting. The employees have been demanding for the regularization of their job.

 

2 die in road mishap

ITANAGAR, Aug 01: Two persons died on the spot while others injured seriously in a road accident at Rupung village in between Sagalee of Papum Pare and Pakke-Kessang of East Kameng district on July 30. The accident occurred when a Tata Sumo skidded off the road on its way to Pakke-Kessang from Itanagar. The bodies were identified as that of Techi Singkam and his wife Meyum Nabam.

While informing this unfortunate accident, Health and Family Welfare Minister Atum Welly conveyed heartfelt condolence to the bereaved family members.  He also appealed to the chief minister to grant ex-gratia payment to the family members of the deceased.

Meanwhile, the All Pakke Kessang Pijeriang Dissing Passo Seijosa Students’ Union (APPDSSU)  today informed that it was a truck, not Tata Sumo which met with accident.  The Truck was on its way from Naharlagun to Pakke-Kessang, it said.

Claiming that the police personnel from Sagalee police station denied coming to the rescue operation after the accident happened saying that Rupung village is under East Kameng jurisdiction,  the Union felt that such attitude by the police personnel is unfortunate and uncalled for. On the other hand, it condemned the PWD department for not properly maintaining the Seppa-Sagalee road and blamed that the accident might have happened due to the pathetic road condition.

PWD is requested to improve the Seppa-Sagalee and Itanagar road especially the Sagalee to Seppa portion.

It further appealed the state government to provide ex-gratia to the bereaved family members of the victims and the injured persons who are undergoing treatment at the State Hospital, Naharlagun.

Offering condolences to the bereaved family members of the deceased, it also prayed for the eternal peace of the departed soul.

Arunachal all  set to implement NFSO

NAHARLAGUN, Aug 01:  Arunachal Pradesh Govt  has chalked out two-phased strategy for effective and timely implementation of the  National Food Security Ordinance (NFSO) -2013. In the first phase  the  NFSO would be launched in three blocks - one each from a district in East, West and Central Arunachal Pradesh from August 20. This decision was taken in a high level meeting the Chief Minister had with Food and Civil Supplies Minister Kamlung Mossang, Principal advisor to CM, Tenzing Norbu Thongdok, and Senior Officers of the State Government including Chief Secretary, Development Commissioner (Finance), Secretary (F&CS), Director (F&CS) and other Officers.

Preparation for this would start immediately.  

Chief Minister has constituted a Committee under the Chairmanship of Chief Secretary with Development Commissioner (Finance), Commissioner to CM, Secretary (Planning) and Secretary (Law) as Members and Secretary (F&CS) as Member Secretary to work out the details of implementation of the provisions of National Food Security Ordinance 2013 in longer run and also for launching the scheme on 20th August 2013.  

The Committee would submit its report by August 06 for various steps to be taken for implementation of the scheme with special emphasis for launching it on August 20 in the 3 blocks to be decided by the State Government.

It is noteworthy that as per the provisions of the Ordinance every person belonging to priority households to be identified shall be entitled to receive 5 Kg of food grains per person per month at subsidized prices.  Supply of rice is to be made available to the eligible persons at the subsidized rate of Rs.3.00 per Kg and wheat for Rs.2.00 per Kg.

Since total roll out of the programme would need extensive and exhaustive exercise as per the provision of National Food Security Ordinance 2013, therefore, the Department was asked to start preparing immediately at large scale. DIPR

 

 

3 casual linemen receive injuries after they come into live wire contact

ITANAGAR, Aug 01: Power department seems to have not learned any lesson from the incident of February this year when two electricians died while working on a transmission line at Ganga market. It was alleged that power house located at Chandranagar without having any knowledge of the work that was going on switched on the power supply, leading to the accident.

Similar kind of incident yesterday took place at Bassarnallo under Sangdupota circle of Papum Pare district. Around 3.30 PM in the afternoon three casual linemen (labour) namely Nabam Agung, Nabam Takang and Ngurang Taning were working to correct main power line after some problem was detected. When they were carrying out repairing work suddenly power supply was switched on and all three received grievous injury after they came in contact with live power. The three injured line is currently undergoing treatment at RK Mission hospital, Itanagar.

Meanwhile All Bassarnallo Youth Association (ABYA) has demanded immediate compensation for the victim family. Association alleged that casual linemen are not provided with proper equipment like helmet, hand gloves and shoes to protect them from any unfortunate incident.  They also called for better coordination between officers so that such incident can be avoided in the future.

Welly emphasizes on effective implementation of Rashtriya Arogya Nidhi scheme

PASIGHAT, Aug 01: “Caring is the heart of the nursing profession” stated the Health and Family Welfare Minister Atum Welly on the occasion of Capping Ceremony of 43rd batches of ANM trainees of Training & Research Centre Pasighat, held at the Audio-Visual Auditorium of general hospital, here today. The ceremony begun with lightning the ceremonial lamps and floral tributes to the great lady ‘Florence Nightingale’. The proud students ascended the stage to receive their symbolic caps & pins and took the oath for the Nurse’s Pledge which nurses are destined to deal with.

The minister Welly briefed about various achievements and upcoming development of the department. He informed that posts of 100 doctors have already been created and for approval of 65 Junior Specialists has been placed before the cabinet. He stressed on proper implementation of Rashtriya Arogya Nidhi in the state so that poor people can avail the benefit under the scheme for their ill health. Welly assured to establish institution for GNM course at Pasighat and also informed that his department is determined to set up three more ANM schools at Tawang, Namsai and Dhaporijo next year.

The highly impressed minister appreciated the efforts of Jt. Director Health Services (T&R), Pasighat Dr. Kabang Lego and his team of doctors including staffs for achieving ISO Certification. He said that Pasighat General Hospital was the best in the state and known for its cleanliness and esteemed services. He appealed the doctors maintain same tempo and sincerity in delivering services to humanity and assured to extend his helps as health minister for betterment of the hospital in future.

Before attending the Capping Ceremony, the H&FW Minister inaugurated newly renovated ‘Main Operation Theatre’ and visited the Boys hostel, TB Hospital, OPDs, Blood bank, sophisticated X-ray room, pathological laboratory, paying cabin, ICU rooms, ANM hostel, postmortem hall, NRC and SNCU rooms, Nursing school etc. He also held a consultative meeting with the doctors and staffs through open house discussions. Early in the morning before entering Pasighat Welly accompanied by DMO and DRCHO made an unannounced visit to Telam PHC, Nari CHC and Ruksin CHC. He expressed extreme happiness over the infrastructure development (PHC & CHC buildings) at Telam and Nari and he was also happy to see the services delivering by the medical fraternity there.

At Ruksin CHC he advised the authority to send a proposal for new construction of labor-room.

The Guest of Honour Kaling Dai (ZPC) said nurses should work with zeal and render good humanitarian service to the people. While reposing his faith that the newly inducted nurses will work with passion and fervour, he pointed that they are dedicating their lives to help others.

Earlier the DC Nidhi Srivastava in her deliberation stated though the nurses’ cap is a part of uniform and profession, it bears prestige, universally recognized as a symbol of mankind. Nurses are in high demand in the state and the entire country for their noble services and the nursing institute of Pasighat should develop further so that a good reputation can be maintained, she hoped. She exhorted the nurses to live up to the best nursing ideals and excel in the chosen field.

The Jt. DHS Dr. Kabang Lego said when cap is pinned on your head, it means you have become a member of one of the noblest professions and have subscribed to its ideals of services. Irregularities in TAH land compensation in Dirang

HC asks CBI to proceed with inquiry

ITANAGAR, Aug 01: The Gauhati High Court, Itanagar Permanent Bench passed an order on July 29 last in Contempt Case No.16/2013 directing the CBI to register a case within 10 days (from July 29) and to proceed with the investigation as directed by the High Court in W.P. ( C ) Nos.153 and 154(AP)/2012 on  August 09, 2012. The contempt petitioners Leiki Khandu and Dorjee Khandu had earlier filed two separate petitions W.P.C No.153 and W.P.C No:154(AP)/2012 respectively before Gauhati High court alleging corrupt practises and irregularities committed by the members of the Board and other persons while preparing assessment reports of the properties for compensation towards Trans-Arunachal Highway (TAH) Project which passes through the Dirang Circle in West Kameng District.

Upon hearing the two writ petitions, the High Court vide a common judgement and order dated August 9/2012 said “it is beyond doubt that it is a fit case where a CBI inquiry could be ordered. It is accordingly directed that the CBI shall make an inquiry into the matter to find out the truth or otherwise on the alleged irregularities committed by the members of the Board and other persons including the local MLA within a period of six months from the date of receipt of the High Court’s order.” Amongst others, it was also directed that after submission of the report, the CBI shall take necessary action against the persons/officials found involved in the commission of irregularities and fraud in accordance with law.

When even after the lapse 10 months the state Government and the CBI authorities failed to comply the directions of the High Court, the petitioners filed a Contempt (Case No.16/2013) arraying the CBI Joint Director, the Deputy Commissioner, Dirang and the Additional Deputy Commissioner, Dirang as respondents.

However, the CBI filed its affidavit in the Contempt case stating that it had conducted an enquiry into the case. “However, till date the state Govt has not given any consent to the CBI to register a case.”

Directing the CBI to register a case, the HC, while hearing the Contempt  petition said that “……the consent of the state Government is not necessary where a direction is given by the High Court or the Supreme Court under Article 226 or Article 32 of the Constitution of India.” The Contempt Case is again fixed on 19.08.2013 for further hearing.

 

 

Chakma-Hajong refugees indulge in unwanted activities: AAPSU

ITANAGAR,  Aug 01: The joint survey of AAPSU with Joint High Power Committee (JHPC) in Chakma and Hajong refugee infested area like Tirap, Changlang and Papumpare has concluded on 27th last at Kokila. The survey was carried out to know the ground realities of the activities and the present status of Chakma and Hajongs refugees in their infested areas since 1964 to present day  and it has been found that they have been indulging in many unwanted activities against the native peoples for so many years. “During the survey we have come across many instances of criminals activities of  Chakma and Hajong refugees against the natives people such as murder, rape, dacoits, ransacking of govt. offices like police station, kidnapping of the govt officer and indigenous people, encroachment of the govt. land, community area and forest reserved area and so on..” AAPSU  said in a release.

The AAPSU has now enough evidences against Chakma-Hajong refugees and  can pose every challenges to them in any form of forum or any court of law. The AAPSU has also enough documents to justifies its stand against Chakma-Hajong refugees before the state govt. and  the Govt. of India, the   release added.  

 Reiterating that AAPSU has been spearheading the movement against the Chakma-Hajong refugees and shall continue to do so in future, the Union said the recent survey of AAPSU has revealed many saddening stories of the indigenous people which has touched the sentiment of the AAPSU members. Thus the AAPSU is contemplating for a rigorous movement against them and shall come forward for the talk only with certain terms and conditions on the parts of  them. The Chakma-Hajong refugees shall have to surrender all the illegal encroachment of the govt. land, community land and forest reserve areas etc. they shall have to do apologize to the indigenous people of the state for all their misdeed/offences done earlier with the native people. They have to promise to maintain law and order situation in the area. More importantly they have to confine themselves within their designated areas.

The AAPSU appealed all the indigenous people of the state to cooperate with them in their movement against this unauthorized elements within the territorial boundary of the state and not to be misled by some un-mandated organizations.

 

 

Rige Shiba - first Arunachalee to be selected for British Museum training

ITANAGAR, Aug 01: Rige Shiba of Tezu, now a curator at HH Maharaja Sir Jiwaji Rao Scindia Museum, Gwalior, Madhya Pradesh, has been selected to participate in the six weeks International Training Programme (ITP) for Museum Professionals at the renowned British Museum from August 12.

Shiba is one of 2-member team representing India in this prestigious programme, along with 26 other museum professionals from countries around the world like Brazil, China, Afghanistan, Iran, Iraq, Ghana, Turkey, Uganda, Kenya, Libya, Mexico, Lebanon, Sudan, South Africa, UAE, Tanzania, and Palestine.

Shiba is the first Arunachalee to be selected for this rare honour, and has qualified after a tough selection procedure by a committee of British Museum curators and experts.

A fully funded programme, the training at the British Museum aims to expose heritage professionals to various aspects of museum work, museum management, and heritage conservation. It introduces the participants to best practices, and aims to develop skills, enhance specialist knowledge and create a global network of colleagues and international museum networking.

“I could achieve a part of my dream I have been harboring…...”, said an elated Rige, over phone. “My background of being brought up in a state of living traditions and diverse communities helped me a lot.” She attributed her success to the constant support of her mother and the grooming by her teachers and mentors.

Shiba, an alumnus of VKV Tafrogam, Tezu has done her MA in Museology from the National Museum Institute, Delhi and had worked in the National Museum Delhi before joining the Gwalior Museum.

 

 

SFCC-I Running Football Trophy begins

ITANAGAR, Aug 01: Siang United FC (SUFC) grounded Etor Yameng FC (EYFC) 8-0 in the opening match of the first ever Solung Festival Celebration Committee- Itanagar (SFCC-I) Running Football Trophy at Dera Natung Government College, playground today.

Tapang Tapak’s early score opened the floodgate as SUFC players scored at will in a lopsided match to beat lowly Etor Yameng FC.

Miloko Nobeng donning jersey no.10 was adjudged player of the match for his outstanding performance and scoring two goals. Opang Lonchung (jersey no.13) and Megu Jongkey (jersey no.15) netted one goal each and Tanu Padung (jersey no.11) netted three goals.

Minam Yameng FC (MYFC) will take on Golgi Bote FC (GBFC) tomorrow.

Earlier, inaugurating the tournament, Adi Bane Kebang (ABK) president Kangir Jamoh asked the participating teams to play the sport with discipline and true sportsman spirit. Explaining the importance of games and sports in our life, he said that playing sports helps keep one physically fit and strong.

SFCC-I 2013 president Asham Borang said that such tournament foster unity and brotherhood among the community members.

SFCC-I 2013 general secretary Hanggung Yaying and games and sports secretary Kadum Apang also dwelt in length about the tournament.

In total 10 teams are in fray for the tournament.

 

 

Eagle Trophy Invitational Football Tournament

ITBP to meet Gora Makik Sporting Club in opener

ITANAGAR, Aug 01: Indo-Tibetan Border Police (ITBP) team will be up against Gora Makik Sporting Club in the inaugural match of the fourth Eagle Trophy Invitational Football Tournament at Rajiv Gandhi Stadium in Naharlagun on August 3.

Organized by Arunachal Pradesh Football Players Association (APFPA) under the aegis of Arunachal Pradesh Football Association, the tournament will see as many as 13 teams vying with each other for the top honour.

Indra Mallo Jain, Secretary Health and Family Welfare, Art and Culture will attend the inaugural function as chief guest.

The presence of a role model like Indra Mallo Jain would help encourage the youth to take up the sport professionally, said APFPA general secretary Kipa Ajay. He hoped that the tournament will act as a catalyst for the youth of the state who fail to find employment in other traditional professions, to change their outlook at sports as a means of livelihood.

He further felt that the government can do much more to promote sports in the state which will help the state in the long run.

Lok Sabha MP and President of Arunachal Pradesh Football Association Takam Sanjoy is also aexpectedd to attend the inaugural function.

The tournament has been revived after a long gap of 17 years.

RUKSIN, Aug 01: The people of greater Nari-Seren area in East Siang district have demanded the state government for granting fund for construction of residential quarters for medical officer and other technical staff serving in Nari Community Health Centre (CHC) and Public Health Centre, Telam as well.

Nari Seren ZPM Kenyom Dabii, who has submitted petition to minister for Health & Family Welfare, Atum Wally during his recent Pasighat visit, said that Nari-Seren area located at vulnerable Assam-Arunachal boundary is prone to epidemic of various communicable diseases. But, the hospitals at Nari and Telam area are not equipped with modern health care facilities. Moreover, doctors, nurse and other paramedical staffs are not available in need as there is no residential quarter for the doctors and other paramedical staffs.

Dabii, who has been representing Nari-Seren anchal block as its ZPM for several consecutive terms, has resented lack of required infrastructure and other machineries at Nari CHC. Besides Nari-Seren area the CHC extend health services to a large part of Jonai in Assam.

The Telam PHC established in 1972 with a single residential quarter is also facing same problem. There two medical officers in the hospital. But, lack of residential quarters for the staff of the hospital is creating immense problem in discharging their duty properly.

According to Dabii, non-availability of doctors during emergency and lack of modern health care facility in the local hospitals is compelling patients to go either to Pasighat or to Dibrugarh in Upper Assam for treatment.

ZPM Dabii, in his petition urged the health minister for early sanctioning of fund for construction of six residential quarters – two for doctors and four for other medical staff in each hospital. He also requested the local MLA for pursuing the matter with the state government on priority basis.

 

 

Itanagar MC holds parley on important issues

Itanagar, Aug 01: The second business meeting of Itanagar Municipal Council was held today at the UD Conference Hall chaired by the Chief Councillor Higio Aruni for transaction of municipal business along with the Chief Municipal Executive Officer (CMEO) cum Deputy Commissioner Sanjay Goel. The issues and proposals of Municipality pending within the govt. was presented by Likha Suraj, Municipal Secretary cum Town Planner  which were establishment of office building, manpower, transfer of subjects, status, vehicles and honorarium etc. Suraj informed that the two floors of the Multipurpose Cultural Hall of the Directorate of Art and Culture have been allotted for the purpose.

After discussion threadbare on various issues including preparation of Master Plan for Itanagar, the meeting adopted resolutions  for relocation of slaughter house from the road sides and proper monitoring, participation of Municipality for Issuance of PRC, ST, Ration Card, Gas Card etc and also stressed on proper drainage system, delegation of power,Corpus fund for Municipal council and coordination of all departments

During the meeting the CMEO also presented his views on issues pertaining to law and order which were appreciated and accepted. DIPRO

 

 

APIC rejects appeal cases beyond merit, alleges appellant

PASIGHAT, Aug 01: The Arunachal Pradesh Information Commission (APIC), which faced criticism for keeping the appeal cases on abeyance, has now allegedly failed to deliver justice to the appellants concerned.

The single bench commission of APIC has allegedly failed to deliver justice to the appellants concerned, who are raising question over independent functioning of the commission in order to make the “Public Authorities” compel to furnish information under the provisions of Right to Information RTI Act 2005.

Substantial information has revealed that the APIC taking up its appeal case No- 500/2012 Lenzing Pertin-Vs- Deputy Director of ICDS, Pasighat (PIO), on June 4, 2013 rejected the appeal and discharged the PIO from delivery of information.

The Chief Information Commissioner (CIC) of APIC, Y D Thongchi in his order noted that Pertin’s (appellant) non-appearance before the commission in the hearing was ground of closing the case.

“The appellant was found absent in the hearing of other appeal case under one or another pretext", said the order. The commission set the appellant on liberty to file fresh application to the PIO for ICDS related information.

In the contrary, appellant Pertin alleged that the CIC himself is violating the provision of RTI Act and working under active political intervention. He said the public authorities, taking advantage of leniency of CIC is accustomed to deny any official information under RTI Act.

“The PIOs in the government department are seemed quite reluctant to furnish any information under the provisions of RTI Act as they are not afraid of penalty for any violation. Thus, the CIC instead of penalizing the erring officials (PIOs), has closed many appeal cases on unreasonable ground”, irritated Pertin challenged.

Pertin informed that APIC also closed two more appeal cases filed by him, one against the Director of School Education (DDSE), Pasighat and another against PIO of General administration, on the same ground.

Alleged injustice of the APIC compelled him to move in the High Court for challenging the order passed by the APIC. Earlier too, he moved the HC challenging an impugned judgment of the commission and finally got justice.

The guidelines for appellant/ PIOs mentioned in Part-E of RTI Act, 2005 clearly mentioned (in point-4), “It is not obligatory for the appellant to be present in the hearing of second appeal before the Information Commission (IC). But it is obligatory for the PIO to present on the date of hearing. The IC is expected to pass an order after studying the all documents or records with reasoned order”.

Another para (point-5) of the same guideline under the acts denotes, “If any commission dismisses the second appeal on the ground that the appellant is not present, it is against the provisions of RTI act and it can be challenged in High Court.

 

 

 

MLA discusses resettlement issue of Bichom Dam affected people

ITANAGAR, Aug 01: Thrizino-Buragaon MLA Kumsi Sidisow made an official tour to Bichom on July 29 and held a public meeting to discuss about re-settlement of 85 families to be affected by Bichom Dam (Kameng Hydro Electric Power Project).

The local MLA informed that the first phase of the RR scheme for site development with the sanctioned fund of Rs. 3.78.crores at Bichom has been completed while an estimated fund of Rs. 15.61 crores has been released by NEEPCO Ltd for construction of type -III dwelling houses for the displaced families.

He further informed that site development for the 13 displaced families of Yayong village will start shortly and an estimated amount of Rs. 1.87 crores has been released by NEEPCO to the state government for the purpose.

West Siang Deputy Commissioner while lauding the effort of local MLA assured full cooperation and decided to constitute a monitoring committee for smooth completion of the project.

The local residents present in the meeting made an earnest appeal to the local MLA to establish one Vivekananda Kendra Vidyalaya (VKV) to which the MLA assured to take up the matter at the earliest.

The MLA further instructed Head of Projects of NEEPCO Ltd. to properly identify the catchment areas and to bring up more schemes under CSR and implement the same immediately.

The meeting was attended by SE, Hydro-power, EE, hydro power, EE, PHED, Head of Projects of both Bichom Dam Complex and Kimi Power House Complex.

 

 

Ruksin Anchal coordination meet held

RUKSIN, Aug 01: A coordination meeting of the newly elected Anchal Samity Members of Ruksin Anchal block and government departments was convened at SDO’s office today.

The meeting chaired by Ruksin Anchal Chairperson Aruni Jamoh discussed on public welfare schemes under various departments.

Addressing the PRI members and officials, Ruksin SDO Yemlin Tayeng, who is Member Secretary of Ruksin anchal samity, said the Panchayat Raj Institution is for empowering the rural masses and to begin the process of planning from the grassroots level. He laid stress on proper coordination between the PRI members and officers for successful implementation of the public welfare schemes.

The officials and ASMs while highlighting the various needs and demands in their respective areas, appealed all the officers to lend their cooperation and help them to initiate proper planning process.

Various problems of the area, including water clogging in Ruksin township due to lack of drainage system, shortage of teachers in the schools and weak technical feedback in agri-horti sector besides importance of flood control schemes for the protection of crop fields were discussed in the meeting besides the issue of old-age pension schemes under Social Welfare Department.

Some ASMs alleged availing benefit of the scheme by some non-deserving persons by producing fale age proof certificate obtained from doctors without proper verification thus depriving the deserving ones.

Ruksin EAC cum BDO (i/c) T Jonnom and officials from Food & Civil Supply, PWD, RWD, PHED and others also spoke in favour of implementation of the public welfare schemes through well defined coordination between the panchayat and government departments.

Life-skills education

The United Nations Population Fund and India's Ministry of HRD launch the integration of life- skills education in National Open School curriculum, with the release of training videos for tutors to improve the quality of teaching and learning.

This initiative marks a paradigm shift in education with the introduction of participatory methods in class-room teaching. These teaching-learning videos demonstrate the effective use of interactive approaches that enrich subject content and provide real-life connect for young students to enable them to negotiate real-life situations, challenge stereotypes  and make healthy choices.

India's Ministry of HRD plans to expand the availability and use of these teaching tools to improve quality of learning in formal schools across the country.

According to UNFPA, integrating adolescent health and well- being concerns in the school curriculum is one of the most promising ways to empower young people, particularly girls to make informed and responsible decisions.

The National Institute of Open Schooling provides a second chance at education to lakhs of boys and girls who drop out of school. The fact that 5 lakh young people enrolled for NIOS courses at secondary and senior secondary level in the academic year 2011-12 suggests that open schooling is fulfilling a significant need for young people's educational aspirations.

Improving the quality of education at NIOS will benefit the disadvantaged yet motivated group of self-learners who work hard to beat the systematic odds against them.

This effort brings alive the spirit of the National Curriculum Framework 2005, the guiding document for school education in India that emphasizes learner-centric approaches to improve the quality of learning. This vision cannot be achieved unless the capacities of teachers are enhanced. These teaching-learning videos are aimed at fulfilling this need.

Menga-Giba road need attention

Dear Editor,

Through your esteemed daily I would like to highlight worsening condition of the Menga-Giba road. The 8 KM Menga-Giba roads has been blocked due to landslide for the past one month, but so far no action of any kind has been taken for the clearance of the blockade. Menga-Giba road is the only road which connects number of villages in and around Giba circle with the district headquarter Daporijo. As a result, daily lives of nearly about six thousand villagers have been severely affected. The daily ration supplies, due to this blockade, do not reach on time. Moreover many of the villagers, in order to procure their ration supplies, have to walk a long distance. All the vehicular mode of transportation has stopped because of the blockade. This is seriously affecting the economy of the villagers. Many of other basic commodities and facilities such as the medic facilities are unable to reach the poor villagers. As the malaria season is on, the villagers are finding it very difficult to bring the patients to the hospital in Daporijo. The rainy season may further worsen the condition if timely action is not taken. I along with the Anchal Samiti Members of the 6th Giba Anchal Block have visited affected sites along the route and made a rough survey of the affected areas.

Lastly I request the concerned authority i.e. Public Work Department, Daporijo to please look into the matter at the earliest for the restoration of the road service.

Post sufficient regular Junior Teacher

Dear Editor,

Through your esteemed daily, I would like to appeal the Directorate of School Education to post sufficient regular Junior Teacher (J/T) in various secondary schools of Kurung Kumey District from ongoing recruitment of TGT and PGT.

Many secondary schools like Govt. Sec. School Yangte, Chambang, Hiya, etc. are running without subject teachers. In last 10 years many regular J/T and A/T were posted in these schools but to our surprise instead of joining in our district, they joined in another district. At this juncture, the question here is that why education department is so flexible in cancelling transfer and posting orders of newly appointed teachers and old teachers. The newly appointed teacher should join their first posting place for atleast two years and after that they can go to other district. It is also a request to the K/Kumey DDSE to release those teachers who have served for three years of posting tenure otherwise regular teacher won’t come to serve in our district and the problem of teacher shortage will continue as it is. The main sufferers of the teacher shortage are the students who are in dire need of teachers in their schools.

It is our sincere request to Directorate of Secondary Education to post sufficient J/T from ongoing teacher recruitment to these schools and not to entertain the cancellation of their posting order.
